L. Jay Burks - Executive Director, State of Delaware Office of Minority and Women Business Enterprise

L. “Jay” Burks is the Executive Director of the Office of Minority and Women Business Enterprise (OMWBE) in the State of Delaware. Mr.. Burks holds a Bachelors degree of Science in Business Administration from Morehouse College, a Masters of Business Administration degree from Arizona State and is studying for his PhD in Organizational Leadership and Development. Prior to joining OMWBE he worked for over ten years in various positions of increasing responsibility within sales, marketing, management, training, and customer service for some of the country’s largest corporations and government agencies. Process analysis, marketing, small business consulting and increasing diversity are some of his passions. Mr. Burks can be described as the consummate researcher, who is always attempting to increase diversity within state procurement.
